The amount sounds perfect. Remember, he is using "Tall" absinthe in the Filterated Czeckerland Xit, not that cheap short absinthe used by so many others. Tall absinthe goe smuch farther because, well, its tall.

Tall Absinthe - More stem
Stems contain most of the T-Jones
Therefore, they need less Tall Atsinthe to achieve the EU 10ppm limit.

But hey, honestly, do we truly know how much Art. abs./liter any other commercial distiller is using? It's a distint possibility that this is a normal amount for a typical commercial concoction.

Hee hee, I said concoction, and I don't even know if it's spelled write.
