I'll admit Tom Waits is a great vocalist, though not a great singer. What makes him amazing is the style, not whether he can hit a note or not.

In my book, the best singer award goes to Liz Fraser of the Cocteau Twins.

I prefer Tom's voice in his later works and I'll agree that it's not quite "singing", but his true singing voice is quite nice in the earlier albums (ie Heart of Saturday Night). I stick by Tom.
