Yup, it does. The reason it's called scrapie is that it can make them feel extremely itchy, causing them to rub themselves so much they rub off their wool. It can affect them in other neurologic ways as well, and is 100% fatal.

It is present in the US, but there are eradication efforts underway. And there are strict guidlines in place so that sheep/goats/llamas/alpacas/deer/etc. are not going to make it into cattle feed.

So remember to keep the pizzle wrapped with the ole' sheep skin Doc, especially if Mutton likes her back-scratched!

Scrapie would probably not have much of a noticeable effect on me, as my brain is all spongy already.

OTOH, they seem to be able to contract BSE too, these days (i.e.: that particular illness has apparently jumped the species barrier between these two in both directions).
