but they both make me giggle.

Herr Seele is a performance artist and absurdist cartoonist who's world-famous in Flanders (and the Netherlands).

The quoted image is from a campaign to sort litter that he's engaged in.

OVAM is the public waste processing organisation, "ook" is "too" (cfr. German "auch"), and "kringwinkels" are shops where they sell discarded things so they get reused instead of dumped (literally, they're "loop shops").

I have long suspected that the Mayor is actually a Dutch performance artist masquerading as a mild-manored internet icon. The truth comes out.
